The answer

The meaning of "He lowers and raises the scales" in the refers to the balance by which justice is established, where Allah lowers and raises the scale of His servants' deeds and provisions. It is a representation and depiction of what Allah ordains and sends down. It has also been said that "al-qist" (the scale/justice) is the provision that Allah restricts or expands. The hadith does not imply any deficiency or need for rest on the part of Allah; rather, it indicates His justice and His management of His creation's affairs.
