Is it considered disbelief (kufr) to believe that someone other than Allah and the Dajjal can transform a human into a fish?

Allah is the Creator of all things, and there is no creator but Him. Whoever believes that someone other than Allah can, by themselves, truly transform and change the essence of things, has committed disbelief (kufr). However, whoever believes that Allah may empower some of His creation to do so, has not committed disbelief. This belief falls into two categories:

The first category: A belief based on texts from the Qur'an and Sunnah (definition), such as the ability of Christ Jesus to create birds from clay. This must be affirmed as true.

The second category: A belief claimed for individuals about whom no sacred texts have informed us of such abilities. This is speaking about Allah without knowledge, and it may lead to exaggeration (ghuluw) and polytheism (shirk (definition)).

Sheikh al-Islam Ibn Taymiyyah held the view that the transformation of the essence of things is not within the power of humans. What occurred with the sorcerers of Pharaoh was a supernatural event and proof of Allah's power and Moses's prophethood.

Al-Hakami held the view that magic has an effect by Allah's permission, but the transformation of the essence of things, such as turning an inanimate object into an animal, is not impossible for Allah's power, for Allah is the true Doer. However, what Allah informed us about Pharaoh's sorcerers was an illusion and a deception of the eyes, not a true transformation of the essence of things.
