Is Sheikh Abdullah Al-Ghunaiman the most knowledgeable person on earth in matters of 'Aqidah (Islamic creed), and is it obligatory to consult him if a matter of belief becomes unclear, and did Sheikh Ibn Baz say that?

Shaykh Abdullah Al-Ghunayman is one of the great scholars, especially in matters of creed (aqeedah). His student, Dr. Nasser Al-Aql, said about him: "I do not know anyone more knowledgeable in aqeedah at this time than Shaykh Abdullah." It is not obligatory for a person who follows (muqallid) to ask the most knowledgeable person; rather, it suffices for him to ask a scholar qualified to issue fatwas, unless there is a disagreement among the muftis, in which case he should seek out the most knowledgeable and trustworthy. Ibn Qudamah said: "If there are mujtahids in a town, the muqallid may ask whomever he wishes among them, and he is not obligated to consult the most knowledgeable." Ibn Al-Salah (definition) said: "It is not obligatory for the questioner (mustafti) to search for the most knowledgeable and pious; he may seek a fatwa (definition) from whomever he wishes among them, because all of them are qualified." However, once he comes to know the most trustworthy, it appears more likely that he is obligated to follow him.
