Naming children is the exclusive right of the father, and a mother's disagreement regarding the naming of a newborn is not a forbidden act of disobedience. One should be kind to the mother and strive to please her. If the mother's name does not contain any Sharia (definition)-related impediment, it is preferable to name the female child after her to please her. There is no objection to calling the daughter by the mother's name and registering the preferred name in the official records, especially if this leads to the mother's contentment.
