What is the jurisprudential position on children entering mosques, and the prescribed limits on their clothing, given the absence of educational alternatives for Muslim families in Europe, and some people's attempts to prevent them from entering mosques citing the Hadith: "Keep your children and your insane ones away from the mosques"?

Raising children with good morals and upright conduct is the responsibility of parents. Foremost among sound upbringing is accustoming them to frequent mosques, attend congregational prayers, and participate in Quranic study circles. This keeps them away from distractions and bad company. Therefore, bringing children to mosques and religious educational courses is a priority in their upbringing. The hadith (definition) that contradicts this is weak.

As for mosque attire, it should be free from imitation of disbelievers and images of living beings, and it should be modest. The Hanbalis hold that a child under seven years of age has no awrah (private parts to be covered). From seven to ten, their awrah is limited to the private parts (front and back). From ten years and above, their awrah is the same as that of an adult.
