The answer

It is from the to name a newborn with a good name, such as Abdullah, Abdul-Rahman, and Muhammad. The Prophet (peace be upon him) used to change ugly names to good ones. The name "Muhammad al-Fatih" should not be combined to name a child, because that is considered a great commendation for him, and the Prophet (peace be upon him) used to forbid names that contained commendation and praise for their bearer. And "al-Fatih" is not a name for Sultan Muhammad al-Fatih, but rather a title he earned for conquering Constantinople. In summary: it is not legislated to name a child "Muhammad al-Fatih," but rather what is legislated is to name him just "Muhammad," or any other good name.
