The answer

It is permissible to name a child "Ahmad al-Amin" or "Ahmad Amin," whether "al-" (the definite article) is omitted or mentioned. The "al-" in a proper noun is superfluous because the name is already definite by virtue of being a proper noun, so mentioning it or omitting it is the same. Similarly, it is permissible to name children with compound names consisting of two names.
