Is it permissible for a woman to cut ties with her husband's family who verbally and behaviorally abuse her, especially since her husband does not compel her to visit them?

It is advisable to strive against one's own desires, visit the husband's family, and abandon boycotting and estrangement, seeking Allah's pleasure. For, responding to evil with good and forgiving the wrongdoer are noble characteristics. Along with reconciliation and abandoning estrangement, one must avoid harms and mischief from them by limiting interaction to what removes the estrangement, and by reducing visits and dealings with them to protect oneself and one's children. If animosity ceases, they should be invited [to good], enjoined to do good, and forbidden from evil with gentleness and wisdom.
