The answer

A child is not punished because he is not held accountable, for the pen has been lifted from him. However, his guardian must teach and guide him regarding what is obligatory and what is forbidden, and what manners and lawful ethics he should adopt, so that the lack of his upbringing and education does not lead to dire consequences.
