If the tattoo is a makeup tattoo or a cosmetic tattoo done by injecting pigments into the deep layers of the skin, then it is not permissible to do it because it is among the forbidden tattoos. However, if it is done by drawing the eyebrows with an external substance like kohl, then there is no harm in it.
