It is not permissible to apply makeup by injecting dyes under the skin, because it is a type of forbidden tattooing. The Prophet, peace and blessings be upon him, cursed the tattooist and the one who gets tattooed. This outlining of the lips and eyes remains for a long time, making it similar to forbidden tattooing. A woman should keep away from doubtful matters.
