The answer

Tattooing (al-washm), plucking eyebrows (an-nams), and teeth-filing for beauty (at-tafalluj) are forbidden due to the curse invoked upon their doers in the authentic reported by Ibn Mas'ud (may Allah be pleased with him). This prohibition is general, whether or not it is intended for deception, and it represents an attempt to alter Allah Almighty's creation and a lack of contentment with His decree.
