The answer

If what is asked about is achieved by injecting dyes into the deep layers of the skin beneath the epidermis, then it is not permissible to do it, because it is from the forbidden tattooing, even if it is temporary. However, if it is achieved by dyeing the surface of the skin, like kohl and henna, then there is no harm in it and it is not from the forbidden tattooing.
