What is the ruling on one who disparages the name "Az-Zumar," which is the name of a Surah in the Quran, if his disparagement is directed at a person's name? And what is the ruling on one who laughs at his disparagement?

It is not permissible to belittle people or mock them, for Allah Almighty says: ﴿O you who have believed, let not a people ridicule [another] people; perhaps they may be better than them; nor let women ridicule [other] women; perhaps they may be better than them.﴾ Ibn Kathir interpreted ridicule as belittling and mocking people. Al-Sa'di mentioned that ridicule indicates the ridiculer's self-admiration and a heart filled with moral flaws. The use of the phrase "Ya Surah (definition)" is not considered mockery of the Quran, because it is an Arabic word in which the name of the Surah is shared with a person's name.
