The answer

If the reason for burying the father in the public cemetery instead of his private land with his father is the presence of graves next to the street and the possibility of their exhumation due to expansion, then this is an acceptable justification for not fulfilling his will. In any case, it is not permissible to exhume a grave and move the deceased after burial in a public Muslim cemetery, even if there is no justification, as this contradicts the respect due to the deceased.
