Is it permissible to perform the funeral prayer in absentia (Salat al-Gha'ib) for someone who passed away 16 years ago?

If it is confirmed or highly probable that the deceased was not prayed over, then it is obligatory to pray over their grave. If that is not possible, then the absentee prayer (Salat al-Gha'ib) should be performed for them.
