Indeed, Allah does what He wills, and there is no repeller of His decree. Allah Almighty said: "And if Allah wills evil for a people, there is no repelling it, and there is no protector for them besides Him." And if Allah were to punish the inhabitants of His heavens and His earth, He would not be unjust to them. However, His mercy preceded His wrath. He has decreed that among His creation are those who are safe from the Fire, and He, the Exalted, created people for Paradise and people for the Fire. If He willed, He would have guided all people, but His wisdom necessitated that He not guide everyone and that He test them.
