Is the woman who does not wear the niqab considered sinful, given her awareness of men's gazes and her conviction that the niqab is recommended?

The obligation to cover a woman's face and hands is a matter of scholarly disagreement, and it is permissible to follow the scholars who permit uncovering the face and hands. However, the fatwa issued is that it is obligatory, especially when there is a fear of fitna (temptation). The niqab (face veil) is obligatory for a woman who fears that men might be tempted by her, especially if she is beautiful. Nevertheless, the reward for good deeds is not diminished by not wearing the niqab if the woman is following a valid opinion among the sayings of the people of knowledge.
