Is it permissible for the receiver of a phone call to initiate the greeting to the caller?

The Sunnah is for the caller to initiate with salutations because he is in the position of one seeking entry. The one being called upon should return the greeting. If the caller does not offer salutations, it is better for the one being called upon to initiate the greeting so that the salutation is not lost.
