What is the ruling on tattooing the body, and does it prevent its owner from performing the Hajj pilgrimage?

Tattooing the body is forbidden, based on the Prophet, peace and blessings be upon him, saying: "Allah has cursed the one who extends hair and the one who has her hair extended, and the one who tattoos and the one who has her tattooed." However, it does not prevent one from performing Hajj.
