Is it permissible to pay the expiation (kaffarah) for not fasting Ramadan from previous years by using it to help a poor girl get married?

It is not permissible to pay money instead of food for expiation of delaying a fast's make-up, according to the majority of scholars, unless it is impossible to find someone who accepts food. If there are poor people who accept food, then paying money is not sufficient. However, if it is impossible to find a poor person to whom food can be given, then there is no objection to paying money. It is permissible to give money to the aforementioned poor woman if it is legally permissible to do so, provided that she spends it on the necessary expenses for her marriage.
