Is it permissible to spend Zakat funds on the construction of a mosque whose building has stopped and is nearing completion?

It is known among scholars that zakat is not disbursed for building mosques or purchasing books. Rather, it is disbursed to the eight categories mentioned in Surat At-Tawbah: the poor, the needy, those employed to collect it, those whose hearts are to be reconciled, for freeing captives, those in debt, in the cause of Allah (which is specific to jihad), and the wayfarer.
