Is saying "Allah is sufficient for me" enough for one who is troubled without taking action, and is it enough for Allah to guide a person if I say it and take the means to seek their guidance?

Whoever says "Sufficient for me is Allah; there is no deity except Him. Upon Him I have relied, and He is the Lord of the Great Throne" seven times in the morning and in the evening, Allah will suffice him for whatever worries him in the matters of this world and the Hereafter. This does not mean abandoning taking the prescribed means, but rather relying on Allah while utilizing these means.
