How is the inheritance distributed if the heirs are three sons, six daughters, a wife, and a full sister, in addition to a will to build a mosque?

The deceased's will to build a mosque from one-third of his wealth is to be executed before the division of the inheritance. If building the mosque can be accomplished with one-third or less, the will must be fulfilled. However, if it exceeds one-third, the excess amount is not to be executed unless the heirs agree.
