Does one's good deeds become nullified for not rebuking someone who blasphemes against Allah, whether that person is a worshipper or not?

Enjoining what is right and forbidding what is wrong is one of the greatest communal obligations (fard kifaya) in Islam. The lowest degree of forbidding wrong is to denounce it in one's heart, with the condition of hating the wrongdoing and abandoning its place and people. Blasphemy against Allah the Almighty is one of the gravest crimes, and its perpetrator's punishment is death. Forbidding wrong applies to anyone who commits it, whether Muslim or disbeliever, righteous or dissolute.
