Should I return to my country, or should I work and look at the "dressed yet naked" women whom I see wherever I go?

Lowering the gaze from what is forbidden to look at is a religious obligation. Among the aids to this is avoiding places where unveiled women are present, as much as possible. Another aid is marriage for those who are able, as the Prophet (peace be upon him) said: "Whoever among you can afford to marry, let him do so, for it helps him lower his gaze and guard his chastity." Otherwise, one should fast voluntarily often. Traveling is not considered a solution for this.
