How can a woman obtain divorce or khul’ from her foreign (Syrian) husband in Jordan, given that there is no proof of her marriage and the husband refuses to divorce?

A woman is not permitted to seek a divorce (talaq) or annulment (khul’) without a valid legal reason. She is also not permitted to leave her husband's home unless there is a valid legal justification. If there is a reason to seek a divorce, wise individuals should mediate first to reconcile the couple, and then to request a divorce or annulment from him. If this is not possible, the matter should be referred to the Sharia court, and the marriage can be proven by the testimony of witnesses. A married woman is not allowed to marry another man until her divorce or annulment is finalized and her waiting period (‘iddah) concludes.
