Is it permissible to marry a Muslim woman who converted to Islam, whose Christian father refuses her marriage to a Muslim, and without a guardian?

An unbeliever cannot marry a Muslim woman, for an unbeliever has no guardianship over a Muslim woman. If the unbelieving father refuses to marry off his Muslim daughter, her Muslim guardian should marry her off, if one exists. If not, then a Muslim judge should marry her off. If a Muslim judge is unavailable, then a Muslim man may marry her off with her permission.
