Is it permissible for a student not to enter the college of medicine, and to enter another college that does not require much study, so that he may devote himself to seeking Islamic knowledge?

The science of medicine is among the noble sciences and is a communal obligation (fard kifaya). It is best for a student to study what they are inclined towards and what they believe they will succeed in. If the medical field is what they are inclined to and its means are facilitated for them, then let them rely on Allah, with the possibility of combining their studies with the acquisition of religious knowledge. However, if they do not desire it, then it is better for them to specialize in another beneficial field they are inclined to, taking into consideration what comes after graduation, and consulting wise people of knowledge and righteousness.
