What are the rulings of Hajj and Umrah pertaining to a journey of an Egyptian doctor for Hajj as part of the official delegation, who will reside in Madinah from Dhu al-Hijjah 1st until the end of the rituals? His questions include: the wording of the intention (niyyah) and talbiyah; the miqat for ihram given that the date of Umrah is unknown; the last time for performing Umrah for a mutamatti’; the permissibility of performing Umrah after Hajj; performing multiple Umrahs before and after Hajj; the ruling on conveying salutations to the Prophet, peace and blessings be upon him; performing Umrah on behalf of another person; and the ruling on free Hajj while receiving money?

The intention for Hajj is in the heart and should not be uttered verbally. As for the Talbiyah (definition), it is sunnah (definition) to pronounce it verbally to specify the type of ritual, such as "Labbayk Allahumma Umrah (definition) (Here I am, O Allah, for 'Umrah)." One who travels from Egypt directly to Medina should enter into ihram (definition) from the Miqat (definition) of Dhul Hulaifah. It is preferable for the 'Umrah of Tamattu' to be performed before the forenoon of the eighth day. For one who misses Tamattu', Ifrad (definition) or Qiran (definition) is permissible. Performing 'Umrah after Hajj with the intention of Tamattu' or Qiran is not valid. The recommendation to convey salutations to the Prophet, peace be upon him, for one traveling to his mosque is not legislated, and our prayers upon him reach him wherever we are. It is permissible to perform 'Umrah on behalf of another if they are incapacitated or deceased. It is not a condition for Hajj that it be from the pilgrim's personal wealth; Hajj is valid if performed at another's expense or while working and earning, provided that the Hajj rituals are not disrupted.
