Is it permissible to hit one's mother and siblings merely for play and amusement?

It is not permissible to hit parents, even in jest or for fun, and even with their consent, because it contradicts the act of revering and respecting them. As for hitting siblings in jest, it is not permissible if it is without their consent. If it is with their consent, it is better to avoid it, as it may lead to corruption, resentment, and the spread of enmity. It is forbidden based on the Prophet's (peace and blessings be upon him) saying: "It is not lawful for a Muslim to frighten another Muslim."
