Does Sudocrem prevent water from reaching the skin if white traces of it remain after washing, and is re-washing obligatory in this case?

For ablution (wudu') and ritual bathing (ghusl) to be valid, water must reach the skin, and everything that prevents it from reaching the skin must be removed. As long as the cream has been removed, performing ghusl in this state is sufficient, and nothing more is required.
