According to most exegetes, "Al-Mu'tafikāt" refers to the people of Lot who committed great indecency, or it is a general term for all nations that disbelieved their messengers and were destroyed due to their sins. Ibn al-Jawzi mentioned that among the interpretations is that they are the people of Lot, or Korah and his people, or those who perished due to sins, most of which were lying. It was not mentioned that they were the people of Shu'aib.
