What is the ruling on going to artificial tanning salons for cosmetic purposes and to change skin color to brown?

Changing skin color to brown by exposure to sunlight or by going to artificial tanning salons is permissible, because it is a temporary change, like dyeing hair. Scholars have permitted adornments that are not permanent, such as kohl. It is a condition for a woman, when using tanning salons, that she be safe from men seeing her. And while permissible, it is preferable for a Muslim woman to stay away from such luxuries.
