Is it true that Allah writes the names of pilgrims who will perform Hajj each year on Laylat al-Qadr?

On Laylat al-Qadr, all events of the coming year are inscribed, including provisions, lifespans, rain, life, and death. The names of the pilgrims are also inscribed therein, and every wise affair is distinguished on that night.
