The answer

Any increase in the debt in exchange for deferment is unlawful Riba. The Islamic Fiqh Council of the Muslim World League has unanimously agreed that a creditor's condition for the debtor to pay a sum of money as a fine for late payment is a void condition and usury of Jahiliyyah (pre-Islamic era). It should be clarified whether the amount to be paid (2800) is the previous installment or a new installment after the deferment.
