Is it permissible for a man to walk bare-chested in a place where women pass by?

What is above the navel and below the knee is not considered part of the awrah (private parts) and may be uncovered. It is stated in the Two Sahihs that Sahl ibn Sa'd said, "A man had no upper garment." Nevertheless, it is impermissible for a woman to look at this part of a man's body, whether with lust or without.
