When is it recommended to recite the Qur’an at dawn – before the prayer or after it – and is the Qur’an of dawn the Fajr prayer?

Allah Almighty's saying, "And the Qur'an of Fajr (dawn)," refers to the Fajr prayer, as mentioned by the exegetes. The best recitation is that which occurs during prayer. As for recitation outside of prayer, the best time for it is during the night, especially its latter half. Recitation is also recommended between the Maghrib and Isha prayers, and after the Fajr prayer during the day. There is no time when recitation is disliked.
