What is the ruling on co-education for students on scholarships abroad, and what should they do about their dislike for it and their desire to terminate their scholarship because of it?

Mixed-gender study, especially in lands of disbelief, is a severe pitfall except for those whom Allah protects. It is not permissible unless there is a necessity or an urgent need for the student or for their country. One must be reserved, lower their gaze, minimize evil, and seek righteous companionship. If the student fears falling into temptation, then they must abandon their studies; for warding off harms takes precedence over acquiring benefits.
