How can one forbid evil without knowing the intentions of those who commit it?

Enjoining good and forbidding evil is a religious obligation, based on texts from the Qur’an and Sunnah. Scholars have not stipulated that knowing the intention of the doer is a prerequisite for this. Musa (peace be upon him) rebuked Al-Khidr for actions he perceived as disobedience, despite being a prophet who received revelation. The obligation is to advise people, and to enjoin and forbid them with gentleness and wisdom.
