It is not permissible to fabricate an experience certificate, nor to pay money for it, because that is considered bribery, forgery, and false witness, which are among the gravest of sins. One must strive to earn a livelihood through lawful means, and it is not appropriate to seek sustenance by disobeying Allah, for what is with Allah can only be attained through obedience to Him.
