What is the ruling on compelling someone who has revived a barren land to bring two witnesses to testify that he revived it before the year 1387 AH, knowing that the revival was after this date, in order to preserve his right to the land, based on the noble Hadith: "Whoever revives a dead land, it is his"?

Bearing false witness to attain one's right is impermissible because it is forbidden (haram), as Shaykh al-Islam Ibn Taymiyyah said: "Bearing false witness and lying are forbidden, even if one intends thereby to attain one's right."
