Is the prayer of a congregant valid behind an imam if it is known beforehand that the imam does not perform ablution perfectly, but the congregant did not witness him performing it?

If you are certain that the Imam does not fully wash the parts of his body during ablution, then it is not permissible for you to pray behind him. You should gently advise him and point out his errors, and search for another mosque.
