Is shyness forbidden in Islam, and is there a difference between shyness and modesty (al-hayā’)?

Shyness (al-khajal) is bewilderment, astonishment, and relaxation. It may stem from humiliation or poor upbringing in childhood. It is blameworthy if it prevents its possessor from benefiting in their religious and worldly affairs, or if it compels them to do what is inappropriate. It is not inherently forbidden since it is a natural disposition, but neglecting an obligation or falling into something forbidden because of it is what is forbidden. It differs from modesty (al-hayaa'), as modesty is a noble characteristic that prevents its possessor from doing ugly deeds and from falling short, whereas shyness may prevent its possessor from what benefits them. The Prophet, peace and blessings be upon him, described modesty as: "a branch of faith," and "wholly good," and "modesty does not enter into anything but it adorns it."
