Is it permissible to pray in a mosque in a country that does not apply Islamic Sharia?

A Muslim must be diligent in praying in the mosque, and it is not permissible to fail to attend congregational prayer if he hears the call to prayer. Ibn Mas'ud said: "Whoever wishes to meet Allah tomorrow as a Muslim, let him observe these five prayers wherever the call to them is made."

Even a blind man was commanded to answer the call to prayer as long as he could hear it. The Prophet, peace and blessings be upon him, said: "Whoever hears the call to prayer and does not come, there is no prayer for him except for an excuse."

Scholars have not mentioned the state's failure to implement Sharia as a valid excuse for missing congregational prayer. Governments are obliged to work towards implementing Sharia.
