Is it permissible to pray in a mosque in a country that does not apply Islamic Sharia?
A Muslim must be diligent in praying in the mosque, and it is not permissible to fail to attend congregational prayer if he hears the call to prayer. Ibn Mas'ud said: "Whoever wishes to meet Allah tomorrow as a Muslim, let him observe these five prayers wherever the call to them is made."
Even a blind man was commanded to answer the call to prayer as long as he could hear it. The Prophet, peace and blessings be upon him, said: "Whoever hears the call to prayer and does not come, there is no prayer for him except for an excuse."
Scholars have not mentioned the state's failure to implement as a valid excuse for missing congregational prayer. Governments are obliged to work towards implementing Sharia.
