Is the fornication mentioned in the Holy Quran, which Allah Almighty has warned against, which requires sincere repentance and is considered a major sin for which the Hadd penalty is applied to its perpetrator, only the insertion of the male organ into the female organ, or does it also include situations between a male and a female such as kissing and touching?

The Holy Quran prohibits zina (fornication/adultery) in two senses: The first is the zina of the limbs (such as the eye through gazing), and this is indicated by His Almighty's saying: "And do not approach immoralities" and "And do not approach unlawful sexual intercourse," encompassing its مقدمات (preliminaries). The second is the major zina (the actual crime of fornication/adultery), and this is indicated by His Almighty's saying: "And those who do not invoke with Allah another deity or kill the soul which Allah has forbidden [to be killed], except by right, and do not commit unlawful sexual intercourse." The major zina necessitates the Hadd (prescribed punishment), whereas what is less than it is a sin that necessitates Ta'zeer (discretionary punishment) and is expiated by good deeds.
