Is the amount required for issuing a title deed for land considered an effort (legitimate fee) or a bribe?

There is no harm in agreeing to obtain the deed in exchange for a fee (ju'l) paid upon completion of the transaction, provided that the deed will be obtained through legitimate means. However, if it is known that it will be obtained through illegitimate means, then it is not permissible to deal with him, for Allah Almighty says: "And do not cooperate in sin and aggression."
