Is it permissible to throw away a utensil licked by a dog without washing it, given that other utensils are available?

It is not permissible to discard a usable utensil merely because a dog has licked from it, due to the Shari'ah's prohibition against wasting wealth. It can be given away as charity after washing it, or even before, provided the recipient is informed of the necessity to wash it.
