What is the ruling regarding someone who faces ill-treatment, ostracization, envy, and malice from his brothers and sisters because he refused to lend them money to buy apartments, while he is striving to buy a house for his family, and how should he deal with them?

It is not permissible for brothers to boycott their brother or to envy him and bear grudges against him merely because he did not lend them money, for Allah has forbidden the severing of kinship ties, envy, and grudges. These brothers must fear Allah, repent, and uphold their ties of kinship. And the brother should repel [evil] with what is better and help his brothers with what he can.
