The answer

is obligatory on a car if it was purchased with the intention of trade; its value is subject to Zakat upon the completion of a year. However, if it was purchased with the intention of personal use and then sold, a new year begins for its price. If this amount reaches the (minimum threshold) by itself, or when combined with other money or trade goods, then all of it is subject to Zakat. Withdrawing money to purchase a house does not prevent the obligation of Zakat, as long as the amount is present and a year has passed over it.
